NovaSklo, Ukraine’s first high-tech float glass production plant, is set to be constructed in the Kyiv region by 2028. The project is initiated by EFI Group, a Ukrainian investment company, in cooperation with Germany’s leading glass equipment manufacturer HORN Glass Industries, with support from UkraineInvest and the Ministry of Economy of Ukraine.
Job Creation and Economic Impact
The new facility will address the rapidly growing domestic demand for high-quality glass, particularly in the context of Ukraine’s reconstruction. Its primary customers will include window and façade manufacturers. In its first year of operation, the plant is expected to create more than 300 jobs, with additional employment generated through local suppliers, logistics providers, and related industries.
Float glass is a flat glass product widely used in windows, mirrors, automotive glazing, tabletops, and solar panels. With an estimated investment of approximately €250 million, the NovaSklo project will introduce state-of-the-art, energy-efficient, and environmentally friendly glass manufacturing technologies. The investment will reduce Ukraine’s reliance on imported glass and contribute to the development of a new industrial sector, strengthening the country’s economic resilience.
Support from IFC and International Partners
NovaSklo, a wholly owned subsidiary of EFI Group, has signed an Engagement Letter Agreement with the International Finance Corporation (IFC), a member of the World Bank Group, to support the establishment of the project. In partnership with Japan, IFC will provide advisory services and capacity-building support, including feasibility studies, risk assessments, and the implementation of international best practices in project development and sustainability. The cooperation aims to prepare the project for attracting long-term financing.

The project envisions the construction of a state-of-the-art float glass plant in the Kyiv region and aims to comply with the IFC Sustainability Framework, ensuring the highest international standards in environmental protection, occupational health and safety, and social responsibility.
